A RESOLUTION
1 Amending House Rule 19(a).
2 RESOLVED, That House Rule 19(a) be amended by adding a
3 subsection to read:

7 (8) Any bill or amendment proposing any change relative to
8 the prison system of the Commonwealth or any political
9 subdivision thereof, funded in whole or in part out of the
10 public funds of the Commonwealth or any political subdivision,
11 shall have attached to it a prison impact statement. Except for
12 the provisions pertaining to the content of fiscal notes as set
13 forth in paragraphs (a) through (i) of subsection (3), all the
14 provisions pertaining to and procedures required of bills and
15 amendments containing fiscal notes, shall, where applicable,
1 also be required for bills and amendments containing prison
2 impact statements. The prison impact statement shall contain a
3 brief explanation which shall include a reliable estimate of the
4 effect of the proposed change on the prison system.
