HOUSE RESOLUTION

No. 146 Session of 1983


        INTRODUCED BY LASHINGER, REBER, CORNELL, RYBAK, PISTELLA,
           HERSHEY, PETRONE, MILLER, COLAFELLA, GAMBLE, SEMMEL, TRELLO,
           DeLUCA, FISCHER AND MICHLOVIC, OCTOBER 19, 1983

        REFERRED TO COMMITTEE ON RULES, OCTOBER 24, 1983

                                  A RESOLUTION

     1  Directing the Speaker to appoint a special commission to review
     2     the Commonwealth's current requirements governing amateur and
     3     professional boxing.

     4     WHEREAS, Several unfortunate deaths during the past years
     5  caused by brain injuries suffered while boxing have called into
     6  question the health and safety standards now governing
     7  professional and amateur boxing; and
     8     WHEREAS, Recent medical studies have demonstrated a serious
     9  incidence of brain injury among boxers, injuries which have
    10  resulted in 353 boxing-related fatalities since 1945; and
    11     WHEREAS, Other states have taken direct action to improve the
    12  medical supervision of boxing, a sport which is increasing in
    13  popularity within our Commonwealth; therefore be it
    14     RESOLVED, That the Speaker of the House of Representatives
    15  appoint a special commission whose purpose shall be to make
    16  legislative recommendations to the House of Representatives,
    17  based on its studies undertaken with respect to all aspects of
    18  amateur and professional boxing in Pennsylvania. This commission

     1  shall consider new methods to protect the health and safety of
     2  boxers, but shall not consider a possible ban on this sport in
     3  the Commonwealth; and be it further
     4     RESOLVED, That this special commission shall consist of five
     5  members of the House of Representatives, three from the majority
     6  and two from the minority, as well as one member of the
     7  Pennsylvania Athletic Commission, one boxing trainer, one
     8  physical therapist, one physician, one licensed boxing referee,
     9  one psychologist and one person who has experience as a
    10  professional boxer; and be it further
    11     RESOLVED, That this special commission shall report its
    12  findings to the House of Representatives within 120 days.
