        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           MARCH 15, 2005

                                  A RESOLUTION

     1  Recognizing the month of May 2005 as "Foster Care Month" in
     2     Pennsylvania.

     3     WHEREAS, The family, a primary source of love, identity,
     4  self-esteem and support, is the very foundation of our
     5  communities and our Commonwealth; and
     6     WHEREAS, In Pennsylvania there are approximately 10,374
     7  children and youths in foster care with nonrelatives; and
     8     WHEREAS, An additional 4,430 children and youths are in
     9  foster care with relatives; and
    10     WHEREAS, Children and youths in foster care are provided a


     1  safe, secure and stable home and a compassionate and nurturing
     2  foster family; and
     3     WHEREAS, Foster families open their homes and hearts to
     4  children whose families are in crisis; and
     5     WHEREAS, Foster families play a vital role in helping
     6  children and families heal and reconnect and preparing children
     7  for successful adulthood; and
     8     WHEREAS, Dedicated foster families frequently adopt foster
     9  children, resulting in a greater need for more foster families;
    10  and
    11     WHEREAS, In this Commonwealth foster parents adopt over 60%
    12  of the children in the child welfare system who have had their
    13  goal changed to adoption; and
    14     WHEREAS, Numerous individuals, public organizations and
    15  private organizations are working to increase awareness of the
    16  needs of children in foster care or leaving foster care and of
    17  the enduring and valuable contribution of foster parents; and
    18     WHEREAS, The foster care system is only as good as those
    19  persons who choose to be part of it; therefore be it
    20     RESOLVED, That the House of Representatives recognize the
    21  month of May 2005 as "Foster Care Month" in Pennsylvania and
    22  urge all citizens to volunteer their talents and energies on
    23  behalf of children in foster care, foster parents and child
    24  welfare professionals.
