AN ACT
1 Amending the act of August 9, 1963 (P.L.628, No.337), entitled
2 "An act relating to charitable organizations; requiring the
3 registration of such organizations; and regulating the
4 solicitation of money and property by or on behalf of
5 charitable organizations," providing for identification cards
6 and verbal identification of persons soliciting for
7 charitable organizations.
8 The General Assembly of the Commonwealth of Pennsylvania
9 hereby enacts as follows:
10 Section 1. The act of August 9, 1963 (P.L.628, No.337),
11 known as the Solicitation of Charitable Funds Act, is amended by
12 adding a section to read:
13 Section 7.1. Required Identification.--(a) Persons
14 soliciting for a charitable organization, subject to this act,
15 shall prominently display on their persons identification cards
16 containing their full legal names and residence addresses, the
17 registered names of the charitable organizations for which they
18 are soliciting and recent photographs which are representative
19 of their appearance at the time of their solicitations. The
20 commission shall prescribe, by regulation, specific standards as
1 to size, arrangement and display and may prescribe further for
2 the content of the identification cards.
3 (b) During the first minute of the solicitation of a person
4 under this act, the person engaging in the solicitation shall
5 identify the charitable organization for whom the person is
6 soliciting by its registered name. The commission may further
7 provide by regulation for the manner in which the identification
8 of the charitable organization shall be made.
9 Section 2. This act shall take effect in 60 days.
