        AS REPORTED FROM COMMITTEE ON EDUCATION, HOUSE OF
           REPRESENTATIVES, AS AMENDED, MARCH 5, 2003

                                     AN ACT

     1  Amending the act of March 10, 1949 (P.L.30, No.14), entitled "An
     2     act relating to the public school system, including certain
     3     provisions applicable as well to private and parochial
     4     schools; amending, revising, consolidating and changing the
     5     laws relating thereto," providing for firefighter and
     6     emergency service training as creditable high school courses.

     7     The General Assembly of the Commonwealth of Pennsylvania
     8  hereby enacts as follows:
     9     Section 1.  The act of March 10, 1949 (P.L.30, No.14), known
    10  as the Public School Code of 1949, is amended by adding a
    11  section to read:
    12     Section 1550.  Firefighter and Emergency Service Training.--
    13  (a)  Firefighter and emergency service training may be added to
    14  high school curricula as credit-earning courses.


     1     (b)  The courses may be made available only to students
     2  sixteen (16) years of age or older and may include:
     3     (1)  Training as a firefighter I from the National Board of
     4  Professional Qualifications.
     5     (2)  Training as an emergency medical technician by the
     6  Department of Health under the act of July 3, 1985 (P.L.164,
     7  No.45), known as the "Emergency Medical Services Act."
     8     (C)  ANY PERSON WHO PROVIDES TRAINING UNDER THIS SECTION AND   <--
     9  WHO HAS DIRECT CONTACT WITH STUDENTS RECEIVING TRAINING SHALL BE
    10  SUBJECT TO THE PROVISIONS OF SECTION 111.
    11     (c) (D)  If the school district adds firefighter and           <--
    12  emergency service training as credit-earning courses, the school
    13  district shall provide transportation and supervision for
    14  firefighter and emergency service training that takes place off
    15  school grounds. SUPERVISION OF TRAINING SHALL BE CONDUCTED AS A   <--
    16  COOPERATIVE EDUCATION PROGRAM IN ACCORDANCE WITH THE PROVISIONS
    17  OF 22 PA. CODE § 11.28 (RELATING TO OUT-OF-SCHOOL PROGRAMS) OR
    18  ANY REGULATION PROMULGATED SUBSEQUENTLY TO REPLACE THAT SECTION.
    19     Section 2.  This act shall take effect in 60 days.
