In the House of Representatives, June 23, 1981 1 WHEREAS, Pennsylvania is proud to celebrate its 300th <-- 2 anniversary as a Province and Commonwealth, and to celebrate the 3 75th anniversary of the dedication of the Capitol building of 4 the Commonwealth; and 5 WHEREAS, The Commonwealth of Pennsylvania, has a rich 6 heritage of historical documents artifacts and buildings which 7 bear witness to its growth as one of the great states of this 8 Nation; and 9 WHEREAS, Efforts have been made toward the restoration and 10 preservation of documents, materials and buildings evidencing 11 the history of this eminent Commonwealth, and of the General 12 Assembly, which efforts should be continued; and 13 WHEREAS, The restoration and preservation of materials 14 relating to the history of the Commonwealth and of the General 15 Assembly would be in the interest of and to the benefit of all
1 the citizens of the Commonwealth, present and future; and 2 WHEREAS, It is appropriate that the General Assembly of the 3 Commonwealth initiate a program in the session of 1981-1982 to 4 commemorate the 300th anniversary of the founding of 5 Pennsylvania and the 75th anniversary of the dedication of the 6 Capitol building and to cooperate with private institutions 7 dedicated to Pennsylvania's heritage and to cooperate with other 8 public institutions and departments of State and local 9 government in such commemoration; therefore be it 10 WHEREAS, THE YEARS 1981-1982 MARK THE 300TH ANNIVERSARY OF <-- 11 THE FOUNDING OF PENNSYLVANIA AND OF THE CREATION OF THE 12 PENNSYLVANIA GENERAL ASSEMBLY; AND 13 WHEREAS, OCTOBER 6 4, 1981 MARKED THE 75TH ANNIVERSARY OF THE <-- 14 DEDICATION OF THE STATE CAPITOL BUILDING; AND 15 WHEREAS, THESE EVENTS EVIDENCE THE RICH HERITAGE OF THE 16 COMMONWEALTH OF PENNSYLVANIA AND THE UNIQUE CONTRIBUTION THAT 17 THIS COMMONWEALTH HAS MADE TO THE GOVERNMENTAL, CULTURAL AND 18 ECONOMIC INSTITUTIONS OF THIS NATION; AND 19 WHEREAS, A CONTINUING NEED HAS BEEN DEMONSTRATED TO DEVELOP A 20 MECHANISM TO PRESERVE AND RESTORE BUILDINGS, DOCUMENTS AND 21 MATERIALS RELATING TO THE HISTORY OF THE COMMONWEALTH AND THE 22 GENERAL ASSEMBLY; AND 23 WHEREAS, THE RESTORATION AND PRESERVATION OF HISTORIC 24 BUILDINGS, DOCUMENTS AND MATERIALS RELATING TO THE COMMONWEALTH 25 AND GENERAL ASSEMBLY IS IN THE INTEREST AND TO THE BENEFIT OF 26 ALL PENNSYLVANIANS, PRESENT AND FUTURE; AND 27 WHEREAS, IT IS THEREFORE APPROPRIATE THAT THE GENERAL 28 ASSEMBLY OF THE SESSION 1981-1982 INITIATE A PROGRAM TO EVALUATE 29 SUCH ACTION AS MAY BE NEEDED TO PROVIDE FOR SUCH RESTORATION AND 30 PRESERVATION ACTIVITIES; THEREFORE BE IT 19810H0087R2752 - 2 -
1 RESOLVED (the Senate concurring), That the General Assembly 2 of the Commonwealth of Pennsylvania establish a joint bipartisan 3 committee composed of the Majority and Minority Leaders of the 4 House of Representatives and the Senate or their designees, and 5 four members of the Senate appointed by the President pro 6 tempore, two from the Majority Party and two from the Minority 7 Party; and four members of the House of Representatives 8 appointed by the Speaker; two from the Majority Party and two 9 from the Minority Party; and be it further 10 RESOLVED, That this committee shall elect its own chairperson 11 and shall have the authority to adopt rules to govern all of its 12 proceedings; and be it further 13 RESOLVED, That this committee, considering the spirit and 14 intent of this resolution, undertake the following: 15 (1) Recommend the establishment of CONSIDER THE <-- 16 DESIRABILITY OF ESTABLISHING a permanent commission under the 17 auspices of the General Assembly for the purpose of adopting 18 and implementing a master plan for adaptive restoration, 19 preservation and stabilization of the State Capitol and its 20 surrounding landscape; and of the furnishings, artifacts, 21 sculpture and fine and decorative arts associated thereto. 22 (2) Recommend the establishment of CONSIDER THE <-- 23 DESIRABILITY OF ESTABLISHING an office within the General 24 Assembly for the purpose of identifying, locating, 25 cataloging, acquiring and restoring original and historic 26 materials, furnishings, artifacts, sculpture and fine and 27 decorative arts within the State Capitol. 28 (3) Recommend the coordinated efforts necessary to <-- 29 prepare for publication and public documentation on the 30 (3) CONSIDER AND DEVELOP RECOMMENDATIONS REGARDING THE <-- 19810H0087R2752 - 3 -
1 ORGANIZATION NEEDED TO PREPARE PUBLICATIONS AND PUBLIC 2 DOCUMENTS ON THE history of the Capitol buildings, including 3 the architecture, landscaping, sculpture, furnishings and 4 fine and decorative arts. 5 (4) Study and make recommendations concerning a 6 coordinated effort PLAN to acquire, consolidate, preserve and <-- 7 make appropriately available to the public the historical 8 records and documents relating to the creation and 9 maintenance of the Commonwealth and of the General Assembly. 10 (5) Study and make recommendations concerning the 11 security of historical documents of the Commonwealth and of 12 the General Assembly; including existing storage facilities, 13 in order to insure that these irreplaceable historic 14 documents are adequately preserved. 15 (6) Investigate, study and make recommendations <-- 16 concerning the establishment of a centralized library of the 17 General Assembly, which would provide access to background 18 and current information. 19 (7) (6) Study and make recommendations to ensure that 20 appropriate attention and action is focused upon any 21 buildings, landscapes, monuments, artifacts, documents and 22 other such items, historic or otherwise, that relate to the 23 Commonwealth and the General Assembly. 24 (8) (7) Investigate, study and make recommendations to <-- 25 encourage the involvement of citizens and non-profit 26 corporations in projects relating to the restoration of the 27 State Capitol; including but not limited to: fine and 28 decorative arts, furnishings, historical artifacts and the 29 interpretation and publication of the history of the General 30 Assembly and the Capitol buildings and fund-raising efforts 19810H0087R2752 - 4 -
1 relating thereto; and be it further
2 RESOLVED, That the respective members of this committee
3 submit vouchers to the CHIEF Clerk of the House of <--
4 Representatives and the Secretary CHIEF CLERK of the Senate for <--
5 expenses incurred in the performance of their duties as
6 prescribed in this resolution; and be it further
7 RESOLVED, That this committee make a written report, together
8 with its recommendations, to the General Assembly on or before
9 November 30, 1982.
