A SUPPLEMENT 1 To the act of (P.L., No.), entitled "An act 2 providing for the capital budget for the fiscal year 1988- 3 1989," itemizing public improvement projects, furniture and 4 equipment projects, to be constructed or acquired or assisted 5 by the Department of General Services, together with their 6 estimated financial costs; authorizing the incurring of debt 7 without the approval of the electors for the purpose of 8 financing the projects to be constructed or acquired or 9 assisted by the Department of General Services; stating the 10 estimated useful life of the projects; and making 11 appropriations. 12 The General Assembly of the Commonwealth of Pennsylvania 13 hereby enacts as follows: 14 Section 1. Short title. 15 This act shall be known and may be cited as the Capital 16 Budget Project Itemization Act for 1988-1989. 17 Section 2. Total authorizations. 18 (a) Public improvements.--The total authorization for the 19 additional capital projects in the category of public 20 improvement projects itemized in section 3 and to be acquired or 21 constructed by the Department of General Services, its 22 successors or assigns, and to be financed by the incurring of
1 debt, shall be $2,660,000. 2 (b) Furniture and equipment.--The total authorization for 3 the additional capital projects in the category of public 4 improvement projects consisting of the acquisition of original 5 movable furniture and equipment to complete public improvement 6 projects itemized in section 4 and to be purchased by the 7 Department of General Services, its successors or assigns, and 8 to be financed by the incurring of debt, shall be $2,529,000. 9 Section 3. Itemization of public improvement projects. 10 Additional capital projects in the category of public 11 improvement projects to be constructed or acquired by the 12 Department of General Services, its successors or assigns, and 13 to be financed by the incurring of debt, are hereby itemized, 14 together with their respective estimated financial costs, as 15 follows: 16 Total 17 Project 18 Project Allocation 19 (11) Department of Public Welfare $2,660,000 20 (i) Ashland State General Hospital 21 (A) Install air conditioning 375,000 22 (Base Project Allocation - $375,000) 23 (B) Renovation of elevators 100,000 24 (Base Project Allocation - $100,000) 25 (C) Renovation of Emergency Department 125,000 26 (Base Project Allocation - $125,000) 27 (D) Construction of new radiology and 28 fluoroscopy rooms 800,000 29 (Base Project Allocation - $800,000) 30 (E) Installation of new fire alarm system 300,000 19890H0076B0083 - 2 -

Debt authorization. 7 (a) Public improvements.--The Governor, Auditor General and 8 State Treasurer are hereby authorized and directed to borrow, 9 from time to time, in addition to any authorization heretofore 10 or hereafter enacted, on the credit of the Commonwealth, subject 11 to the limitations provided in the current capital budget, money 12 not exceeding in the aggregate the sum of $2,660,000 as may be 13 found necessary to carry out the acquisition and construction of 14 the public improvement projects specifically itemized in a 15 capital budget. 16 (b) Furniture and equipment.--The Governor, Auditor General 17 and State Treasurer are hereby authorized and directed to 18 borrow, from time to time, in addition to any authorization 19 heretofore or hereafter enacted, on the credit of the 20 Commonwealth, subject to the limitations provided in the current 21 capital budget, money not exceeding in the aggregate the sum of 22 $2,529,000 as may be found necessary to carry out the public 23 improvement projects consisting of the acquisition of original 24 movable furniture and equipment specifically itemized in a 25 capital budget. 26 Section 6. Issue of bonds. 27 The indebtedness authorized in this act shall be incurred, 28 from time to time, and shall be evidenced by one or more series 29 of general obligation bonds of the Commonwealth in such 30 aggregate principal amount for each series as the Governor, 19890H0076B0083 - 4 -
1 Auditor General and State Treasurer shall determine, but the 2 latest stated maturity date shall not exceed the estimated 3 useful life of the projects being financed as stated in section 4 11. 5 Section 7. Estimated useful life and term of debt. 6 (a) Estimated useful life.--The General Assembly states that 7 the estimated useful life of the public improvement projects 8 itemized in this act is as follows: 9 (1) Public improvement projects, 30 years. 10 (2) Furniture and equipment projects, 10 years. 11 (b) Term of debt.--The maximum term of the debt authorized 12 to be incurred under this act is 30 years. 13 Section 8. Appropriations. 14 (a) Public improvements.--The net proceeds of the sale of 15 the obligations authorized in this act are hereby appropriated 16 from the Capital Facilities Fund to the Department of General 17 Services in the maximum amount of $2,660,000 to be used by it 18 exclusively to defray the financial cost of the public 19 improvement projects specifically itemized in a capital budget. 20 After reserving or paying the expenses of the sale of the 21 obligation, the State Treasurer shall pay to the Department of 22 General Services the moneys as required and certified by it to 23 be legally due and payable. 24 (b) Furniture and equipment.--The net proceeds of the sale 25 of the obligations authorized in this act are hereby 26 appropriated from the Capital Facilities Fund to the Department 27 of General Services in the maximum amount of $2,529,000 to be 28 used by it exclusively to defray the financial cost of the 29 public improvement projects consisting of the acquisition of 30 original movable furniture and equipment specifically itemized 19890H0076B0083 - 5 -
1 in a capital budget. After reserving or paying the expenses of 2 the sale of the obligation, the State Treasurer shall pay to the 3 Department of General Services the moneys as required and 4 certified by it to be legally due and payable. 5 Section 9. Federal funds. 6 In addition to those funds appropriated in section 8, all 7 moneys received from the Federal Government for the projects 8 specifically itemized in this act are also hereby appropriated 9 for those projects. 10 Section 10.
