HOUSE RESOLUTION

        INTRODUCED BY DININNI, REED, MANMILLER AND PICCOLA,

        REFERRED TO COMMITTEE ON RULES, APRIL 19, 1979

                         In the House of Representatives, April 19, 1979

     1     WHEREAS, Political subdivisions are authorized by law to
     2  participate in State contracts for the purchase of supplies and
     3  equipment; and
     4     WHEREAS, The Department of General Services entered into a
     5  contract for the purchase of deicing rock salt and many
     6  municipalities opted to participate in the contract to meet
     7  their needs for the winter of 1978-1979; and
     8     WHEREAS, There have been large shortfalls in the contracted
     9  delivery of this rock salt to the Commonwealth and
    10  municipalities involved; and
    11     WHEREAS, This shortage creates dangerous conditions on our
    12  highways risking injury and death to Commonwealth citizens;
    13  therefore be it
    14     RESOLVED, That the House of Representatives directs the
    15  Standing Committee on Transportation to conduct a thorough
    16  investigation of rock salt shortage. Such investigation shall
    17  include but not be limited to possible antitrust violations,


     1  collusion between salt suppliers and the bidding procedures
     2  involved; and be it further
     3     RESOLVED, That the committee report its findings and
     4  recommendations to the House of Representatives as soon as
     5  possible.
