No. 42 Session of 1989

        REFERRED TO COMMITTEE ON RULES, MARCH 14, 1989

                                  A RESOLUTION

     1  Directing the Speaker of the House of Representatives to appoint
     2     a select committee to examine and identify programs and
     3     legislation necessary to mitigate the growing number of cases
     4     of acquired immunodeficiency syndrome in this Commonwealth.

     5     WHEREAS, Acquired immunodeficiency syndrome (AIDS) is a
     6  disease which has become a nationally recognized threat to the
     7  health of our citizens and future generations; and
     8     WHEREAS, An increasing number of the citizens of this
     9  Commonwealth have been infected with AIDS; and
    10     WHEREAS, The Department of Health has implemented programs to
    11  deal with the public health aspects of AIDS; and
    12     WHEREAS, Organizations and agencies have been established
    13  within this Commonwealth to deal with various aspects of AIDS;
    14  and
    15     WHEREAS, There is clear indication that legislative


     1  involvement is essential to a successful Statewide program to
     2  mitigate the growing number of AIDS cases; and
     3     WHEREAS, Much of the critical decisionmaking concerning this
     4  national epidemic will take place at the State level  by State
     5  law-making bodies; therefore be it
     6     RESOLVED, That the Speaker of the House of Representatives
     7  appoint a select committee, four members to be from the majority
     8  party and four members to be from the minority party, and
     9  designate one of them as chairman, to confer with organizations
    10  and agencies which are involved with any aspect of AIDS and with
    11  the Secretary of Health, in order to identify and examine those
    12  issues which will require legislative action; and be it further
    13     RESOLVED, That the committee may hold hearings, take
    14  testimony and conduct investigations throughout this
    15  Commonwealth. Each member of the committee shall have the power
    16  to administer oaths and affirmations to witnesses appearing
    17  before the committee; and be it further
    18     RESOLVED, That the committee report its findings to the
    19  Speaker every month, or sooner if legislative action is
    20  indicated, but in no case later than September 30, 1989.
