A RESOLUTION 1 Establishing a Special Subcommittee on Small Business. 2 WHEREAS, There are approximately 200,000 small businesses in 3 this Commonwealth which are vital to the Commonwealth's economy 4 and provide over one-half of the Commonwealth's economic output; 5 and 6 WHEREAS, Small businesses are an important source of major 7 innovations which create new markets and improve the quality of 8 life; and 9 WHEREAS, Small business has accounted for nearly all of the 10 increases in employment in this Commonwealth since 1970; and 11 WHEREAS, A national study indicates that 66% of all new jobs 12 created in the economy are provided by firms employing less than 13 20 people and 87% from firms with 500 or fewer employees; and 14 WHEREAS, The House of Representatives has established a 15 Special Subcommittee on Small Business of the Business and 16 Commerce Committee commencing with the 1980 Legislative Session
1 which has produced very industrious and effective results; and 2 WHEREAS, The House of Representatives desires to maintain a 3 central focus for small business in the legislative process; 4 therefore be it 5 RESOLVED, That the House of Representatives direct the 6 Chairman of the House Committee on Business and Commerce to 7 appoint a Special Subcommittee on Small Business from the 8 members of the House Committee on Business and Commerce, six 9 members to be from the majority party and four members to be 10 from the minority party; and be it further 11 RESOLVED, That the Special Subcommittee on Small Business be 12 responsible for reviewing all legislative proposals to determine 13 the potential impact or benefits for small business and for 14 studying and developing proposals to address the problems facing 15 small business in this Commonwealth and to assist the small 16 business community in achieving its objectives and full 17 potential; and be it further 18 RESOLVED, That in carrying out its duties the Special 19 Subcommittee on Small Business may exercise all powers permitted 20 to be exercised by standing subcommittees by the Rules of the 21 House of Representatives.
