A RESOLUTION 1 Requiring the Committee on Federal-State Relations to meet with 2 certain members of Congress concerning auto emission 3 inspection program. 4 WHEREAS, The Commonwealth of Pennsylvania has been ordered by 5 a Federal district court to implement a vehicle emission 6 inspection program in several regions of the Commonwealth; and 7 WHEREAS, Subsequent to the General Assembly's enactment of 8 legislation prohibiting the use of public moneys by any agency 9 of State government for the establishment and administration of 10 any such emission inspection system, the Federal district court 11 prohibited the commitment of Federal funds for various highway 12 and bridge projects in Pennsylvania; and 13 WHEREAS, The Federal court's order to implement the emission 14 inspection program and the court's prohibition of the commitment 15 of Federal highway and bridge funds is predicated upon 16 provisions of Federal law; and 17 WHEREAS, The House of Representatives continues to believe
1 the emission inspection program as ordered by the Federal court 2 is unfair and unnecessary and the House of Representatives is 3 concerned about the safety and economic consequences of the 4 court's prohibition concerning the commitment of highway and 5 bridge funds; therefore be it 6 RESOLVED, That the House of Representatives direct the 7 Committee on Federal-State Relations to meet with the 8 Pennsylvania delegation in the United States Congress and any 9 other appropriate Federal officials to express the concerns and 10 objections of House members to the Federal court actions 11 relating to a vehicle emission inspection program and the 12 withholding of Federal funds for various highway and bridge 13 projects; and be it further 14 RESOLVED, That the Federal-State Relations Committee is 15 instructed to seek Congressional support for amendments to 16 Federal law which would eliminate Federal authorization for the 17 use of mandatory vehicle emission inspection programs and the 18 withholding of Federal highway and bridge funds for 19 noncompliance with provisions of the Clean Air Law.
