and inserting
(a.2) Relief.--[A]
(1) Except as set forth in paragraph (2), a person
adversely affected by an ordinance,
Amend Bill, page 2, by inserting between lines 7 and 8
(2) Paragraph (1) does not apply to a challenge of a
prohibition which is:
(i) endorsed by a majority vote of a collective
bargaining agency representing the police in the
municipality;
(ii) necessary to enhance public safety; or
(iii) necessary to combat domestic acts of
terrorism.
