Amend Bill, page 3, by inserting between lines 16 and 17
"Conventional oil and gas well." A bore hole drilled or
being drilled for the purpose of or to be used for construction
of a well regulated under 58 Pa.C.S. Ch. 32 (relating to
development) that is not an unconventional well, irrespective of
technology or design. The term includes, but is not limited to:
(1) Wells drilled to produce oil.
(2) Wells drilled to produce natural gas from formations
other than shale formations.
(3) Wells drilled to produce natural gas from shale
formations located above the base of the Elk Group or its
stratigraphic equivalent.
(4) Wells drilled to produce natural gas from shale
formations located below the base of the Elk Group where
natural gas can be produced at economic flow rates or in
economic volumes without the use of vertical or nonvertical
well bores stimulated by hydraulic fracture treatments or
multilateral well bores or other techniques to expose more of
the formation to the well bore.
(5) Irrespective of formation, wells drilled for
collateral purposes, such as monitoring, geologic logging,
secondary and tertiary recovery or disposal injection.

The term shall not include conventional oil and gas well
production lines.
Amend Bill, page 7, by inserting between lines 29 and 30
"Production lines." Piping, including individual well flow
lines, equipment piping, piping system, transfer lines between
production operation equipment components and other piping used
solely for production operations. For purposes of this
definition, the production function ends at the furthermost
downstream point where:
(1) measurement occurs for the purposes of sales to a
third party, such as a custody transfer meter or an oil
collection tank; or
(2) the first discharge meter isolation valve located

immediately downstream of the point where no further
individual well flow lines are commingled into the pipeline
system.
