through 21; by striking out the colon in line 22, all of lines
23 through 30 on page 2 and all of lines 1 through 21 on page 3
and inserting
the department determines that the transportation of the
leachate does not pose a significant threat to public health,
welfare or safety. In determining whether the transportation is
a significant threat to public health, welfare or safety, the
department may consider environmental and quality of life
factors, including, but not limited to, air quality, noise and
traffic congestion.
