2 At a minimum, to qualify as an institution of purely public
3charity, the institution must:

4(A) Advance a charitable purpose.

5(B) Donate or render gratuitously a substantial portion of
6its services.

7(C) Benefit a substantial and indefinite class of persons
8who are legitimate subjects of charity.

9(D) Relieve the government of some of its burden.

10(E) Operate entirely free from private profit motive.
