Subject: Protected Bike Lanes
 
As PennDOT and communities across the commonwealth work to support a multimodal transportation network and encourage bicycling as part of that network, new and innovative designs are being proposed to provide additional safety and physical separation for persons who ride or would like to ride pedalcycles. The cities of Philadelphia and Pittsburgh have already initiated planning and design activities for several Parking Protected Cycle Tracks and these projects are funded for construction this year.

However, under current Vehicle Code language “every vehicle standing or parked upon a two-way highway shall be positioned parallel to and with the right-hand wheels within 12 inches of the right-hand curb or, in the absence of a curb, as close as practicable to the right edge of the right-hand shoulder.” This language prevents the construction of certain types of Parking Protected Cycle Tracks as the vehicles are not able to meet the requirements of the law, being five or more feet from the curb.

As a solution to this problem, I am proposing legislation that would require parked vehicles to be within 12 inches of the outside line of the buffer area between the pedalcycle lane.
