Subject: | Expanding Golf Carts and Low-Speed Utility Vehicles on Public Highways |
In the near future, I intend to re-introduce legislation – SB 1357 of the 2015-16 Session – with updates that would authorize golf carts on public-highway crossovers for recreational purposes as well as golf carts and low-speed utility vehicles for incidental travel on public highways for maintenance purposes. Currently, Title 75 (Vehicles) allows a golf cart to travel on a public-highway crossover only for the transportation of persons engaged in the game of golf. The statute also provides for low-speed utility vehicles to travel on public roads for golf course or resort maintenance. Golf carts and low-speed utility vehicles are exempt from registration. Golf carts and low-speed utility vehicles are increasingly becoming an alternative form of transportation in Pennsylvania. However, golf carts for recreational purposes as well as golf carts and low-speed utility vehicles for maintenance purposes at college and university campuses, for example, are exempt from public-highway crossovers and incidental travel. My legislation is twofold to expand golf carts and low-speed utility vehicles on public highways. First, for recreational purposes, an individual could drive a golf cart on a public-highway crossover when they are not involved in the game of golf, under certain conditions. Second, for maintenance purposes at colleges and universities, for example, an individual could drive a golf cart or low-speed utility vehicle on public-highway crossovers and for incidental travel on public highways within one mile, under certain conditions. SB 1357 was sponsored by GREENLEAF, COSTA and SCHWANK. Please join me in co-sponsoring this legislation to accommodate the growing trend of using golf carts and low-speed utility vehicles as an alternative form of transportation to provide a less-costly, more convenient means of travel for short distances in communities across the Commonwealth.
