Subject: Establishing Residency as a Requirement for State Employment
 
In the near future, I plan to reintroduce last session’s Senate Bill 1016, legislation to amend The Administrative Code of 1929, to require Pennsylvania residency as a prerequisite for state employment.

Currently, the Civil Service Act requires that individuals applying for positions or promotions in the classified service shall either be residents of the Commonwealth or former residents who will establish residency within six months; however, this requirement is not found for non-civil service positions. My legislation would make residency a requirement in both instances.

In 2015, it was reported in a Pittsburgh Tribune-Review article that, “more than 240 state employees live outside Pennsylvania's borders and, in some cases, pay taxes on their earnings to those other states”.

Pennsylvania is home to some of the best and brightest citizens in the country. In recognition of this fact, I believe we should utilize these individuals when carrying out the duties of the Commonwealth.
