Subject: Athletic Leave of Absence
 
This past year we had several Pennsylvanians participate in the 2016 Olympics, an accomplishment we should all be proud of. Unfortunately, it has been brought to my attention that Commonwealth employees and public school employees are not guaranteed a leave of absence, should they be chosen as a member of a United States Olympic team.

In response, I intend to introduce legislation that will entitle state and school employees to an Athletic Leave of Absence if they have qualified as a member of the official delegation, including athletes, coaches, and referees, of a United States team for competition in a sport sanctioned by the International Olympic Committee. My legislation will also ensure that the employee’s leave does not result in a loss of pay or other benefits, including their pension.

To achieve this, my proposal will be comprised of two separate pieces of legislation. Please join me in co-sponsoring both pieces of legislation to allow our state workers and school employees to represent the United States, our Commonwealth, and their individual communities at the ultimate international athletic competition without being challenged by their employer.

Description: The first bill will amend the Public School Code of 1949, providing for Athletic Leave of Absence and continued salary and benefits during such leave.

Introduced as SB538

Description: The second bill will amend both Title 24 (Education) and Title 71 (State Government) of the Pennsylvania Consolidated Statutes to guarantee that time missed due to an Athletic Leave of Absence is calculated for pension purposes for both state and school employees. Additionally, Title 71 would be amended to create a new section pertaining to Athletic Leave of Absence for state employees.
