Subject: Legislation – PHEAA Board Diversification and Oversight
 
In the near future, I plan on introducing legislation to amend the Pennsylvania Higher Education Assistance Agency Act by making certain reforms recommended by the special report that I worked on at the Department of the Auditor General.

Please join me in supporting legislation to ensure that PHEAA remains dedicated to supporting the needs of Pennsylvania students, families and schools.

Introduced as SB1280

Description: The first bill will alter the makeup of the PHEAA Board to include financial and academic experts and at least two full-time college students. This is due to the fact that the increasingly complex student aid industry has evolved to the point that it would be best to introduce additional outside professionals to the board. Students, who must live with the decisions made by the board, should also be represented.

Introduced as SB1281

Description: The second bill will ban spending on employee bonuses, retreats, certain event sponsorships and promotional items, and direct those funds to aid for students. It will also require both PHEAA and its foundation to itemize travel and certain other expenses.

During the past few years, leadership at PHEAA has implemented a number of these proposed reforms. While I commend such actions, they should be strengthened and made permanent in state law.
