Subject: Resolution Urging USDOL to Recognize PA Apprenticeship Programs' Noncompliance
 
In the near future, I plan to introduce a resolution urging the United States Department of Labor (USDOL) to recognize Pennsylvania’s noncompliance with revised standards for apprenticeship programs and take actions to decertify Pennsylvania’s State Apprenticeship Council.

Since 1961, Pennsylvania has had the authority over registration and oversight of state apprenticeship programs. State apprenticeship programs are dually registered and recognized both statewide and nationally. The apprenticeship programs are approved by the State Apprenticeship and Training Council.

In 2008, the USDOL revised the labor standards for the registration of apprenticeship programs through 29 Code of Federal Regulations Part 29. In order to comply with the revised standards, states were to have established through statute, regulation or executive order a State Apprenticeship Agency by December 29, 2010. It is now 2015 and Pennsylvania still has not taken steps to comply with the standards. The State Apprenticeship and Training Council is approving and denying programs, which is in complete conflict with the revised standard.

The revised standards increase flexibility, enhance program quality and accountability, and promote apprenticeship opportunity while continuing to safeguard the welfare of apprentices. It is time for Pennsylvania to either come into compliance or be decertified by USDOL.
