Subject: Certification of Minority, Woman and Veteran-owned Businesses in Pennsylvania
 
In the near future, I plan to introduce legislation providing for the certification of Pennsylvania-based minority, woman and veteran-owned businesses by the Department of General Services.

Currently, Pennsylvania does not directly certify companies located within its borders that fit this criteria. Rather, the state relies on certification from certain third-party entities. The lack of direct state certification often negatively affects Pennsylvania companies when bidding on contracts in other states.

This legislation will not make any changes to Pennsylvania’s own Small Business Procurement Initiative. Instead, it provides a mechanism for the state to certify businesses who do not meet its specific requirements, but do meet the requirements elsewhere.

It is of the utmost importance that we provide Pennsylvania-based companies with the ability to grow their businesses, both inside and outside the Commonwealth. This legislation will ensure these businesses are properly certified and that our state is doing all it can so they can remain competitive.
