Senate of Pennsylvania
Session of 2015 - 2016 Regular Session

MEMORANDUM

Posted: March 30, 2015 12:13 PM
From: Senator Shirley M. Kitchen and Sen. Patricia H. Vance
To: All Senate members
Subject: Person-First Language Resolution

In the near future, Senator Vance and I will be introducing a resolution calling for the use of person-first language with respect to people with disabilities.

As you know, language can shape ideas, attitudes, and beliefs and thus may influence government decisions, policies, and laws. Person-first language is important for people with disabilities because it places the individual before his or her disability by using neutral, objective, accurate, and non-pejorative language about disabilities. This resolution urges the Commonwealth, including the General Assembly, to adopt and utilize person-first language for people with disabilities. The use of person-first language in legislation, policies, and other documents will contribute to the integration, inclusion, and participation of children and adults with disabilities within our society.

Please consider joining us in co-sponsoring this resolution.

Introduced as SR113
