Senate of Pennsylvania
Session of 2015 - 2016 Regular Session

MEMORANDUM

Posted: March 2, 2015 02:38 PM
From: Senator Judith L. Schwank and Sen. Elder A. Vogel, Jr.
To: All Senate members
Subject: Soil Scientist Licensing

In the near future, we will be re-introducing legislation to amend the Engineer, Land Surveyor and Geologist Registration Law by adding Soil Scientists to the professionals it requires to be licensed and registered. The Engineer, Land Surveyor and Geologist licensing board will be expanded to 11 members to include two professional Soil Scientists.

Many local ordinances and federal and state regulations specify a need for soil science expertise from qualified soil scientists in the construction of buildings, sewage systems, storm water facilities and landfills, and for biosolids application and mining and drilling operations. Soil science expertise avoids exposing Pennsylvanians to such risks as erosion, structural instability and water contamination.

Licensing will validate that the professionals we rely on have the experience and education necessary to accurately identify, evaluate, map, and prescribe means to protect soil as a natural body, while ensuring the integrity of soils for structure placement.

Introduced as SB845
