Subject: LBFC Study of Workforce Investment Programs
 
In the near future we will re-introduce a resolution directing the Legislative Budget and Finance Committee to conduct a comprehensive study on the effectiveness of all state sponsored workforce investment programs. This was SR 396 of the 2013-2014 legislative session.

We have heard concerns expressed from stakeholders in the workforce investment community that the current system may be too fragmented with programs housed in multiple state agencies. Concerns have also been expressed with regard to the duplication of efforts and that the state dollars being spent on multiple programs may not be returning adequate outcomes.

The study will focus on all workforce investment programs in the Departments of Labor and Industry, Education, Community and Economic Development and Public Welfare. We believe strongly in a robust workforce investment system that provides the most effective programs for the Commonwealth’s workforce. Our hope is that the information gained from this comprehensive study will provide useful guidance to the Legislature on how to reform the workforce investment system to ensure that our efforts are highly coordinated and have maximum impact.

Previous co-sponsors include Teplitz, Ferlo, Kasunic, Brewster, Vulakovich, Costa, Argall, Gordner, Stack, Yudichak, Wiley, Hughes, Solobay, Tartaglione, Boscola and Farnese.
