Subject: Protect Amercian Jobs
 
In the near future, I plan to re- introduce three pieces of legislation (SB 1458, SB 1459, and SB 1460) to deal with the dumping of foreign-made steel that is used in shale drilling in Pennsylvania.

Imports of steel into the U.S. increased 12.3 percent from 2011 to 2013. According to media reports, 28 percent of the steel market in May 2014 has been captured by foreign steel products.

This legislative package of bills I am sponsoring will address the imports of steel as well as upgrade the safety of well pads and well sites, simply by using steel made in the United States.

Introduced as SB417

Description: The first bill amends Title 58 to require any safety device used in gas wells – including casings -- are made with steel manufactured in the United States.

Description: The second measure amends the Underground Utility Line Protection Law to require the pipelines used to transport natural gas use U.S. manufactured steel. This includes new construction or reconstruction, alterations, repairs, improvements, or maintenance.

Description: The third and final bill in the package would amend section 3222 of Title 58 to require the Department of Environmental Protection to create an online, publicly accessible database for data that is already collected by the Department because of Act 13 requirements.
 
Currently, well operators in Pennsylvania are reporting the country of origin for steel products used in newly completed wells on completion reports. However, this data is not easily accessible. My legislation would simply require that steel data that is already collected by DEP is also posted online in a searchable database.
