Subject: Requiring Candidates to File Campaign Reports Electronically
 
I plan to introduce legislation which will require candidates for statewide office and the General Assembly to file campaign reports electronically.

Electronic filing will save taxpayer funds, improve the accuracy of campaign finance information on the Department of State’s website, and make the information available to the public in real time.

At least 30 states currently require electronic filing of campaign reports. In Pennsylvania, candidates may choose to file electronically, but there is no requirement to do so.

This legislation will also require more regular reporting for candidates for statewide office or the General Assembly, committees for those offices, or political parties that raise or spend more than $10,000 in a calendar year. This legislation will also require anyone raising campaign funds through a website to include the website address in campaign reports. At the end of each calendar year, funds collected through the website shall be separately reported.

This legislation will be similar to Senate Bill 120 (printer’s number 940) from the 2013-14 legislative session, which the Senate approved unanimously on April 17, 2013.
