Subject: | PA Income Tax Checkoff for American Red Cross |
In the near future, I plan to introducing legislation that would amend the Tax Reform Code of 1971 to require the Department of Revenue to provide a space on the Pennsylvania individual income tax return form whereby an individual may voluntarily contribute part or all of his tax refund to the American Red Cross. Beginning in 2006, the State of Idaho introduced legislation that created an income tax checkoff for the American Red Cross. Since then, the states of Colorado, Louisiana, Missouri, New Jersey and Wisconsin have all enacted laws that create a Red Cross tax checkoff. In 2012, legislation to provide for a Red Cross checkoff was also introduced in Michigan and Ohio, with more states set to introduce such legislation in 2013. The American Red Cross has a vital and unique role in disaster response and works very closely with government at all levels to improve response to disasters. All funds donated from the checkoff will stay in the Commonwealth for state-based projects. The proposal does not have a fiscal impact because all costs associated with the administration of the fund are covered by the fund. The legislation will provide an opportunity for the Red Cross to increase its awareness throughout the Commonwealth and provide much-needed funding and services back to the communities it serves within the Commonwealth. |
