Subject: Establish the PA Rural Health Redesign Center Authority
 
In the near future, we plan to introduce legislation to establish the Rural Health Redesign Center, a public-private partnership, which will administer the PA Rural Health Program.

Pennsylvania’s rural hospitals are in crisis. 30 rural hospitals are at risk of closure in Pennsylvania. This could result in thousands of lost jobs and a significant decrease in access to health care services in rural communities.

The Pennsylvania Rural Health Program (Program) is a revenue-neutral strategy to strengthen rural hospitals, keep jobs local, and increase access to health care. Rural hospitals are currently paid in an unpredictable manner that leaves many suffering financially. Through the Program, rural hospitals will transition to a payment model that provides a stable and steady stream of revenue. This will allow hospitals to better plan the types of health services their communities need.

To support hospitals participating in the Program, this legislation proposes the creation of the Rural Health Redesign Center (RHRC). The RHRC will:
  • Be established as a public-private partnership, operating independently from the commonwealth
  • Engage and work with rural hospitals and community partners to improve local health status
  • Provide financial and practice transformation technical assistance to rural hospitals as they participate in the Program
  • Not seek additional funds from the state, impose any more regulations, or interfere with private business

This independent entity will ensure that participating hospitals receive the tailored, consistent support that they need to be successful in the Program.

Successful rural hospitals enable healthy communities and keep local economies strong. We hope you will join us in supporting the establishment of the RHRC.
