Subject: | Legislation Creating an Early Intervention Services Contingency Fund |
In the near future, we plan to introduce legislation to create an Early Intervention Services Contingency Fund in an effort to continue to serve one of the most vulnerable of populations in the Commonwealth, children who are eligible for Early Intervention Services. As policy-makers, we strive to create laws that have no detrimental effects. However, no legislation is entirely fool-proof and sometimes legislative actions have unintended consequences. To help mitigate any unforeseen outcomes of good-faith legislating, our bill would create a contingency fund for use by the Department of Human Services and/or the Pennsylvania Department of Education. If legislation is enacted that effectively increases the population of children eligible for Early Intervention (EI) services, then the lead agency would submit a request for contingency funding to the State Treasurer. The request would include the estimated amount of funds necessary to provide EI services and an estimate of the total number of eligible recipients who will be effected due to the enacted legislation. As a way to ensure that agencies are operating efficiently, the Independent Fiscal Office will certify all requests and lead agencies will submit public reports to the House and Senate Appropriations Committees.
