MEMORANDUM

Subject: Employment Fair Practices and Discrimination Notices Reform

There is no place for harassment in any workplace and no man or woman should ever be the victim of discrimination. We cannot condone this as normal or acceptable behavior. That is why I applaud the victims of harassment and discrimination who have stepped forward to speak out against this appalling behavior and to share with us the stories of their struggles.

However, for every brave person who comes forward, there are countless others who stay silent, either because they fear retaliation or reprisal from their colleagues or supervisors at work, or because they are unaware of their own rights and protections under the law. Too often, those workers who fear losing their job choose to stay quiet when they encounter harassment or discrimination in the workplace. This silence will end when we create a safe pathway for workers to be heard.

My legislation amends the Pennsylvania Human Relations Act to require employers to update Employment Fair Practices notices to include descriptions and examples of unlawful discrimination, harassment, sexual harassment and retaliation. By highlighting employees’ rights and outlining what behaviors are unacceptable, workers will be able to more easily identify and report harassment and discrimination on the job.

No employee should experience harassment or discrimination. Our workers are entitled to safe work environments. We must strengthen protections against sexual harassment and discrimination in the workplace. This legislation will help further that goal. Join me in supporting victims of harassment and discrimination by co-sponsoring this legislation to help ensure all Pennsylvania workers have a safe workplace environment.
