| Subject: | Enhanced training for School Resource, Police, and Security Officers |
| In the near future, we intend to introduce legislation that would require our school-based police and security officers to receive enhanced training to assist them with interacting with students, especially children with a mental health diagnosis, a disability, or those who suffer from trauma. Specifically, our legislation would require school police officers (police hired by school districts, school resource officers (those hired by municipalities and deployed in schools), and school security officers (non-police with Act 235 certification) to undergo training through the Municipal Police Officers’ Education and Training Commission in the following areas: • Child and adolescent development and psychology; • Mental health, trauma, and behavioral health needs of children with disabilities, including crisis intervention techniques especially suited to those children; • Positive behavioral interventions and supports, conflict resolution techniques and restorative justice practices; • De-escalation techniques and methods for limiting the use of force, including the use of physical, mechanical and chemical restraints; and • Emergency planning considerations and age appropriate safety instruction training, including for students with mental health, disabilities, or other behavioral health needs.. Additionally, our bill increases safety training requirements for school security officers by requiring increased firearm, first aid, CPR, and AED training. This bill also requires recertification in the above listed child-centered, age-appropriate requirements for school police officers and school security officers.
