Subject: Parity for Limited Distilleries
 
In the near future, I plan to introduce legislation, which amends the Act of April 12, 1951 (P.L. 90, No. 21), known as the Liquor Code to create parity for limited distilleries.

In 2016 the legislature passed comprehensive liquor control reform that provided many new opportunities for license holders. In the interest of growing Pennsylvania’s rich agricultural and tourist economy, limited wineries were provided the right to sell other Pennsylvania-produced limited winery products at their licensed location for off-premises consumption. Additionally, limited wineries were given the opportunity to request in writing approval from the Pennsylvania Liquor Control Board to expand their hours at specific locations. In the spirit of further growth and opportunity, limited distilleries should be provided the same opportunity.

If enacted, my legislation would allow limited distilleries to sell other Pennsylvania-distilled products for off-premises consumption from their licensed premises, maintaining the “not to exceed 50% of their own sales” limit. Additionally, limited distilleries’ hours of operation will be made consistent with those of limited wineries.

These changes simply provide limited distilleries with the same opportunities that the legislature has awarded limited wineries. As such, please consider joining me in co-sponsoring this important legislation.
