Subject: Student Access to CPR Training
 
In the near future, I plan to introduce legislation that will ensure that our students have access to information about local CPR training opportunities.

A young, teenage constituent came into my district office and explained that his uncle had passed away from cardiac arrest. He went on to say that his uncle might still be here today if someone around him had known CPR. This young constituent requested that I draft legislation that would require all high school students to be CPR certified, but I explained that would not be feasible. However, I do believe it is important to have information available to students if they have the willingness to become CPR certified. I contacted a few school administrators in my district and they have agreed with this proposal. My legislation would not involve any additional costs to the school districts or counties.

According to the American Heart Association, the timely administration of effective bystander CPR can double or triple a sudden cardiac arrest victim’s chance of survival, but only 32 percent of cardiac arrest victims receive CPR from a bystander. We also know that bystanders who have been properly trained in the techniques of CPR are most likely to feel empowered to act in the event of a sudden cardiac arrest emergency.

Making sure that our students have access to information about where they can acquire these lifesaving skills is one way to help our communities respond to sudden cardiac emergencies without an unfunded mandate. My legislation aims to make our schools and communities safer, while limiting the burden of any new requirements on our schools. Very simply, my bill will require public school entities to provide students in grades 9 through 12 with information, at least once a semester, about where they can register for CPR training courses locally. School entities will also be able to satisfy this requirement if they offer a training course to students on school premises once a year.
