Subject: | Resolution to Address Safety Hazards and Increase Public Awareness of State and Local Solicitation Law in Philadelphia. |
In the near future, I plan to introduce a resolution to increase the public awareness of state and local solicitation law in City of Philadelphia to address the safety hazards and increased risk of traffic accidents associated with pedestrians soliciting rides, business, employment, or contributions along the road. Many highways and roadways within the Commonwealth and specifically in the City of Philadelphia are congested and heavily traveled. The presence of individuals along these routes for the purpose of solicitation or other activities creates an unsafe environment for themselves and the motorists, creates traffic jams, adds to congestion and increases the risk of an accident. In fact, 1,548 pedestrians were injured and another 35 lost their lives in traffic accidents in Philadelphia in 2014. It’s human nature to want to help someone in need or to contribute to a good cause, but what most people don’t know is that soliciting contributions or funds from motorists is illegal with few exceptions. To increase public awareness and address safety hazards associated with permitted solicitation in order to decrease the number of pedestrian related accidents in Philadelphia, it is imperative that the City of Philadelphia launch a public education campaign on state and local solicitation law.
