Subject: Philadelphia Liquor Licenses: Requiring Video Surveillance
 
In the near future, I will be introducing legislation to require liquor licensees in a city of the first class to operate and maintain video surveillance systems at their establishments.

Bars and taverns have historically been hotbeds for crime. Both inside and out, a bar can serve as the location for various illegal activities such as drug deals, drunken fights, sexual assault, gun violence, and other disorderly behavior. I believe that by having a video recording of instances of such behavior would go a long way in helping police track down and bring offenders to justice.

My legislation would require licensees in the city of Philadelphia to install and operate video cameras, both inside and outside of their establishments, and to continuously store at least seven days of recent video storage. Liquor licensees would also be required to provide annual proof to the Liquor Control Board (LCB) of their operational video surveillance systems.
