MEMORANDUM

Posted: July 11, 2017 11:08 AM
From: Representative Thomas L. Mehaffie, III and Rep. Jared G. Solomon
To: All House members
Subject: Childcare Keystone Stars

In the near future, we will be introducing a bill that brings clarity to parents’ decision making about where to send their children for childcare.

Later this summer, all licensed childcare centers will become en masse part of the Keystone Stars system. With that, all centers that currently do not participate in Stars will be default Star 1, the lowest rung on the quality ladder. Parents, who normally make decisions on childcare based on cost and convenience, need to add “quality” to the mix. To help achieve this, our legislation requires that all centers post on their public-facing window (and website, if they have one) how many Stars their center has out of four. We believe that this legislation provides much-needed information that increases and improves parent choice, protects our children, and allows the free market to thrive in the economy for childcare.

We hope you join us in co-sponsoring this important legislation.

Introduced as HB1742
