MEMORANDUM

Posted: June 9, 2017 11:04 AM
From: Representative Kate Harper
To: All House members
Subject: Class 2A County Sheriff Education

I am introducing legislation amending the Sheriff and Deputy Sheriff Education Training Act to allow elected Sheriff’s in class 2A Counties to be eligible to run for re-election provided they have 10 years of service in the United States Armed Forces including active, reserve, or national guard service and are members in good standing of the Pennsylvania Bar even if they have not completed basic Deputy Sheriff Education.

The act currently only permits elected Sheriffs who have completed basic Deputy Sheriff Education to be eligible to run for re-election. In populous counties, elected Sheriffs are more administrators as they run an office of dozens of employees. Lengthy military service and legal training adequately prepares the elected Sheriff to run one of the largest agencies of county government, without the need for training police work. Requiring that elected Sheriff to spend seventeen weeks away from the office to attend basic Deputy Sheriff training in State College is not the best use of taxpayer resources.

I would appreciate your support for this legislation.
