Subject: Legislation Providing Homeschool Students Access to Public School Libraries
 
In the near future, I will be introducing legislation to specifically allow homeschool students access to public school libraries in the school district where they reside.

As you know, many parents in the commonwealth make the decision to homeschool their children. Currently, the Public School Code (Act 14 of 1949) provides that the public school district in which they reside must allow these children access to certain services and facilities. Specifically, Section 1327.1 (Home Education Programs) of the act, provides that the activities that shall be available to homeschool students are to “includ(e), but not (be) limited to, clubs, musical ensembles, athletics and theatrical productions.”

I have been made aware of situations where homeschool students have been denied the opportunity to use school libraries. I believe it is unfair that some school districts have chosen to limit access of these valuable resources to homeschool students, particularly since the parents of these students pay for the libraries through their annual property taxes.

As such, I am introducing legislation that would amend the Public School Code to allow homeschool students access to public school libraries.
