Subject: Establishing a Cemetery Relief Board and Fund
 
I will soon reintroduce HB 2231 from last session. This legislation will establish a Board of Cemetery Relief Directors and Fund. The Board will be tasked with approving and distributing funds to cemeteries that have become financially unable to maintain their grounds.

In the recent difficult economic times, many cemetery investments have not earned the revenue needed to keep pace with operating costs. This has led many cemeteries to become financially insolvent, and unable to pay their bills. My legislation will create a fund to help these cemeteries when they need it most. The revenue will come from a modest $2 surcharge on all fee-paid birth and death certificates.

The legislation will also create a five member board to review applications for financial assistance from the cemetery relief fund. The board members will serve without compensation, other than expenses, and meet on a monthly basis. It is important to note that the surcharge will not be applied to fee exempt certificates.

I know this issue may not be one that we think about often but I believe it is important to make sure our cemeteries, no matter how old they are, are cared for in perpetuity.
