Subject: Enhanced Permits
 
On the heels of the significant liquor reforms that have been enacted over the past year, I plan to introduce legislation in furtherance of these reforms to make the purchase of wine and spirits more consumer friendly.

This legislation proposes to create a Wine Enhanced Permit and a Spirits Enhanced Permit. These permits may be obtained by a Distributor in the business of selling malt or brewed beverages. Such permits will allow the holder to sell unlimited quantities of wine and/or spirits for consumption off the premises. The issuance of these permits will provide for one-stop shopping for Pennsylvania consumers by providing a location to purchase unlimited quantities of beer, wine, and spirits.
