MEMORANDUM

Posted: February 23, 2017 02:44 PM
From: Representative Bryan Cutler
To: All House members
Subject: Higher Education Accountability and Transparency (HEAT) Act (Former HB 1882)

In the near future I will introduce legislation that will give individuals interested in higher education in Pennsylvania the ability to easily research what institution of higher education will best suit their needs. The right college sometimes makes all the difference in student achievement and the comparison tool created in this legislation will make finding that easier for prospective students.

My legislation will charge the Pennsylvania Department of Education (PDE) with creating a comparison tool on its website which would allow students, parents, or anyone interested in the data, to search through a myriad of factors which may be important to them. Such factors will include average tuition, graduation and transfer rates, percentage of students receiving federal aid, average borrowing amount, among others.

The choice of what institution of higher education one should attend is important and this legislation will give interested parties a much needed tool to use in their decision making process. I hope that you will join me in supporting transparency in higher education by co-sponsoring this legislation.
