Subject: Voter ID
 
In the near future I plan to re-introduce an updated voter ID proposal, which will protect the integrity of our electoral process (former HB1724). This legislation will retain the current absentee voting ID provisions included in Act 18 of 2012, which were upheld by the Commonwealth Court. The bill will also propose an in-person voter ID requirement that allows a voter to present one of a number of photo or non-photo ID.
Specifically, my proposal will require each voter who casts a vote in person to present one of the following forms of ID. Voters who do not possess a form of photo ID listed below may present one of the forms of non-photo ID listed below, so long as the ID includes the name and address of the voter.
  • Pennsylvania driver’s license or PennDOT ID card
  • Any photo or non-photo ID issued by a Commonwealth agency
  • Any photo or non-photo ID issued by the U.S. Government
  • U.S. passport
  • U.S. Armed Forces ID
  • Student ID
  • Employee ID

  • Firearm permit
  • Current utility bill
  • Current bank statement
  • Current paycheck
  • Government check
You may recognize this listing of ID as the list of acceptable ID that may be used by a voter who casts his or her vote for the first time in a particular election district. This requirement, which was first enacted into law in 2002, as required by the Help America Vote Act, has proven to be workable. Thus, it makes sense to expand the use of this list of ID to each voter casting an in-person vote at each election.
