| Subject: | Tattoo and Body Piercing Safety Standards (HB240 of 2015) |
I will be re-introducing HB 240 of 2015. This bill directs the Department of Health to establish sterilization, sanitation and safety standards for any business engaged in tattooing, or body piercing and creates a central registry within the Department for persons performing tattooing or body piercing and for establishments where such procedures are performed. Under my proposal, any person performing such procedures would be required to pass a written examination regarding health, sanitization, sterilization and safety standards prior to the Department issuing their registration. My legislation also requires the Department of Health to inspect each location at which tattooing and body piercing will be performed, prior to issuing a facility registration. Studies have found that about 40% of people under the age of 40 have or had a tattoo, yet this business is not regulated. Currently, there are no state health standards for establishments that offer tattooing and/or body piercing but there is a real concern that these procedures may be occurring in less than sterile environments. Since there is an increased risk of disease and infection occurring as a result of these invasive procedures, I feel this proposal is necessary to safeguard consumers’ health and safety. This legislation will allow the Department of Health the opportunity to protect the well-being of anyone undergoing such procedures by ensuring that the equipment used is sterile and the facilities meet the Department’s standards.
