Subject: A Two-Step Approach to Property Tax Elimination
 

The issue of property tax elimination has been discussed and debated in the Legislature for more than 40 years, yet Pennsylvania families are still burdened with the most onerous, anti-American tax on our books.

Attempts to eliminate property taxes and replace them within one bill have been unsuccessful. For years, we have let the details of a replacement mechanism stand in the way of getting this done.

As a result, I am planning to re-introduce legislation (former HB 2145) that would tackle this long-standing issue in a two-step approach. A two-step approach will set a finite deadline for property tax elimination and force us to find a funding alternative.

As of July 1, 2018, my bill would prohibit any county, city or school district from levying, assessing or collecting any tax on real property. After the bill is signed into law, we would then be forced to come up with a replacement mechanism by reducing expenses, streamlining state government and finding fair alternatives. The state of Michigan successfully eliminated property taxes in a similar two-step approach in 2012.

It is time for state government to turn away from the failures of the past and enact the policy changes necessary to once again make Pennsylvania a place for people to move to, rather than move from. I believe a two-step process will be our most successful option for getting this done once and for all.
