Subject: Registration Fees for Recreational Trailers (Campers)
 
In the near future I will be introducing legislation that would clarify the registration process and fees for large recreational trailers (campers).

There has been some confusion on how to properly register campers and fifth wheels in Pennsylvania. Current law states that these recreational trailers must be registered in combination and could cost drivers several hundred dollars, just to tow a few times a year.

PennDOT has been somewhat selective with their enforcement of this law, and a driver could be cited for driving an overweight vehicle without even knowing they are breaking the law. Incidents like these have been brought to my attention recently, and I don’t believe it’s fair to charge hundreds of dollars to register a camper in combination that might only be used two or three times per year.

Therefore, this legislation will amend the Vehicle Code to exempt recreational trailers from having to be registered in combination. I will also be adding section 1920.1 to Title 75 for recreational trailers, which clearly identifies registration weight and cost. Recreational trailer owners would have to self-certify, under penalty of false-swearing, that their trailer is indeed a recreational trailer.

Most recreational trailers are under 13,000 pounds and would cost $35 to register. Large trailers over 13,000 pounds, like fifth wheels, would be required to pay $90, similar to the highest fee for a motor home. This fee is still much lower than the hundreds of dollars that is currently required by law.
