MEMORANDUM

Posted: December 15, 2016 04:23 PM
From: Representative Stephen McCarter
To: All House members
Subject: Tax Holiday for Energy Star or Water Sense Products

In the near future, I plan to reintroduce legislation that annually excludes Energy Star or Water Sense products from sales and use tax beginning on Earth Day, celebrated April 22nd, and ending April 29th.

In the United States, the average family of four uses approximately 400 gallons of water every day. Pennsylvania has experienced significant droughts in five of the last seven years, and droughts have occurred with increasing frequency and severity over the past two decades.

The United States Environmental Protection Agency’s Water Sense Program, which promotes water efficiency and conservation through public education and water-efficient Water Sense labeled products, provides an opportunity for the citizens of Pennsylvania to significantly reduce their water use by installing faucets and appliances which bear the Water Sense label.

Energy Star, a joint program of the United States Environmental Protection Agency and the United States Department of Energy, helps us all save money and protect the environment through energy efficient products and practices. In 2012, Energy Star helped Americans save more than $26 billion on their utility bills, reduce electricity demand by about 5 percent, and prevent an amount of greenhouse gas emissions equivalent to what 43 million vehicles would produce.

In order to encourage Pennsylvanians to conserve water and energy, please join me in sponsoring this legislation.
