Subject: RE-INTRDUCTION: OPIOID PACKAGE - Former HB's 2334, 2336
 
Colleagues, as a co-chair of the Pennsylvania Heroin, Opioid Prevention & Education Caucus (PA-HOPE), I will re-introduce 3 of the 5 legislative proposals from last session, which, if enacted, will provide additional tools in our on-going fight against opioid prescription drug misuse and abuse.

In an attempt to limit access to opioid drugs, these legislative proposals have similar content, and would amend The Controlled, Substance, Drug, Device and Cosmetic Act.

Description: 1) This legislation limits access to opioid drugs by amending The Controlled, Substance, Drug, Device and Cosmetic Act as follows:

Prohibit the issuance of prescriptions for extended release long-acting opioid analgesics in a non-abuse deterrent form for outpatient use, unless an opioid analgesic in an abuse deterrent form or another drug or substance is not available as a substitute for treatment.

Description: 2) This This legislation limits access to opioid drugs by amending The Controlled, Substance, Drug, Device and Cosmetic Act as follows:
           
Require practitioners to query the ABC-MAP system (prescription monitoring system) before prescribing, administering or dispensing an extended-release long-acting opioid analgesic in a non-abuse deterrent form to determine if any unusual prescribing pattern exists for the patient and note the reasons for the prescription in the patient’s medical records.
