| Subject: | Co-Sponsorship of Legislation for Suspension of Registration for Uncollectible Checks Paid to Inspection Stations |
| In the near future I plan to introduce legislation to authorize PennDOT to suspend the registration of an individual who knowingly writes a check to cover repairs at an inspection station which is returned as uncollectible. Often, an inspection station informs an individual that their vehicle will not pass inspection without significant repairs. Obviously, vehicle repairs carry significant costs, and unless the vehicle is under warranty or some kind of secondary insurance plan, the cost must be paid out of pocket. While the cost can be significant for the vehicle owner, it is also costly for the inspection station when you factor in parts, labor and overhead costs. It has been brought to my attention that in several cases, an individual pays with a personal check fully aware that they do not have the funds available to cover the costs. By the time the check has come back to the inspection station as uncollectible, the person is long gone with their car fully repaired, and somewhat free of charge. Under this circumstance, an inspection station’s only recourse is trying to go through a District Judge to recoup the costs from the individual. This is a hassle and burdensome on the judges as well as the inspection garage. Allowing PennDOT to suspend, without hearing, the registration of someone who knowingly writes a bad check to cover repairs will go a long way to curb the behavior that is unfortunately so prevalent nowadays. I believe knowing that your registration can be suspended will be an effective deterrent, and make a person think twice about rolling the dice with writing bad checks.
