Subject: | Proposed Legislation - Apprenticeship Ratios |
In the near future, I plan to introduce legislation to amend the state Apprenticeship and Training Act (Act 304 of 1961) by establishing a formal ratio of one supervisory journeyman for each apprentice. This effective on-the-job training ratio is already utilized by some employers and is the most efficient way to develop a new generation of skilled tradesmen. As a result of the Apprenticeship and Training Act, the PA Department of Labor & Industry promulgated regulations that establish specific procedures for the training of apprentices in skilled trades. Since the Act’s inception, however, these procedures have failed to mirror the U.S. Department of Labor’s allowed ratio of one journeyman for each apprentice. This bill will rectify that inconsistency and allow employers across the Commonwealth to pair up new apprentices with a supervisory, experienced employee. Not only will this measure continue to ensure safety in the workplace, it will encourage regrowth in an aging workforce and provide for efficient training for our job creators.
